TONGGAK 12

Dalam “Seminar Nilai dan Etika” pada 2 Mac 1992, Dato’ Seri Ahmad Sarji telah menggariskan satu set panduan etika untuk kakitangan awam, yang kini dikenali sebagai Tonggak Dua Belas. Melalui penghayatan dan praktis Tonggak Dua diharapkan Perkhidmatan Awam akan menjadi badan yang “cekap dan berkualiti”.

Tonggak Dua Belas adalah penjelasan mengenai konsep nilai, norma dan etika dalam kehidupan manusia. Tonggak Dua Belas perlu menjadi amalan semua peringkat kakitangan awam disemua peringkat organisasi. Ia merupakan panduanpanduan, contoh-contoh nilai murni dan etika serta amalan-amalan baik yang perlu diamalkan bagi mengelakkan unsur-unsur yang negatif.

Semua tonggak dan conton-contoh yang dikemukakan menekankan aspek-aspek peribadi seseorang. Ianya didasarkan kepada kepercayaan bahawa nilai-nilai yang penting akan membentuk peribadi tertentu. Peribadi ini seterusnya akan mempengaruhi pembentukan sesebuah organisasi.

Berikut adalah senarai nilai dalan Tonggak Dua Belas untuk dihayati dan diamalkan oleh kakitangan awam:
